Abstract
The author points out that the result of the 1995 referendum had the effect of clearly revealing the cleavage between Francophone Quebec and its "others," Anglophone and Allophone Quebecers. The author examines the redefinition of the issues raised by this political cleavage and by the appearance of what he describes as a new set of arguments which, based on the primacy of law and democracy, structures the debate around Quebec's eventual accession to sovereignty. He attempts to highlight the strategic implications of these incantations of law and democracy and, more fundamentally, he seeks to show how these new arguments designate the veritable problem of the feasibility and legitimacy of the enterprise. A victory for the yes side would be that of a Francophone majority over the Anglophone and Allophone minorities. The author argues that this does not mean that the proclamation of sovereignty after a referendum victory would be illegitimate, but rather that such a cleavage at the very least highlights the difficulties faced by Francophone nationalism with respect to the concrete implementation of an eventual sovereignty.
