Charity and Change: Montreal English Protestant Charity Faces the Crisis of Depression
Abstract
The 1930's Depression was particularly acute for the Montreal Council of Social Agencies, an English Protestant organization in a predominately French-speaking Catholic city that was reluctant to accept any responsibility for public services. The Council was guided through the 1930s by the principles of the British and American Charity Organization Society which stressed professionalization, elimination of waste and duplication, self-reliance, education and "scientific" statistical charity. The Council tried to persuade municipal, provincial and federal governments to play larger roles in welfare work to relieve immediate and future problems.
