Abstract
The author examines the real impacts of the Canadian Charter of Rights and Freedoms and counteracts the Québécois nationalist argument that since its 1982 adoption, the Charter has contributed to the decline of the French fact in Quebec and has reduced the scope of the Charter of the French Language (Bill 101). By analyzing laws, regulations, Supreme Court decisions and statements by politicians and pundits, the author deconstructs the myth created and maintained by the Quebec doctrine of "methodological" nationalism in the field of linguistic rights.
