Abstract
A study of the electoral impact of non-Francophone Quebecers voting as a block for the Liberal Party of Quebec. Combining election results with census data, the author argues that non-Francophones (Anglophones and Allophones) wield power within the Parti Libéral du Québec that far exceeds their demographic weight within the population as a whole. He suggests limiting non-Francophone influence by introducing proportional voting to calm (i.e. diminish) the "tense atmosphere" between Anglophones and Francophones.
