Planning for Public Spaces in Multiethnic Contexts : A Case Study of Mountains Sights, Montreal
Abstract
The author notes that the increasing multi-ethnicity of major Canadian cities in the wake of diversification in international immigration patterns since the I 980’s poses certain dilemmas for urban planning and municipal management regarding the equitable treatment and inclusion of minority groups and culturally-based differences in the planning process. Theoreticians and practitioners are divided on the extent to which ethno-cultural differences should be accommodated and the degree to which the public interest should prevail over planning decisions in multiethnic contexts. The author examines this dilemma via a qualitative case study on different approaches and perceptions to public space planning and management in the multiethnic neighbourhood of Mountain Sights in Montreal's Côte-des-Neiges district. Fifty-two semi-structured interviews were carried out by the author with local residents (many whom are members of local residents’ associations), community group workers, municipal authorities, and public institutional actors in order to assess how different actors perceive and deal with planning problems in a multiethnic context.
