Participation électorale comparée et théorie des enjeux : les élections québécoises de 1970 à 1994
Abstract
The author concludes that a large number of those potential Quebec voters who abstained from voting in elections between 1970 and 1994 were Anglophones and Allophones. She argues that what motivated people to vote or not vote during this period was not the presence or absence of the issue of sovereignty, but rather the perception of the Parti Québécois as being "threatening" or "strong". In other words, it is the messenger, not the message.
