Abstract
The author puts foward an arguement favouring the obligation of Francophones and Allophones to attend a French-language CEGEP. First, he maintains, attending an English-language CEGEP would promote the integration of Francophones and Allophones into English-speaking networks, which would then lead them to work in English and to use English in all of their public activities. The second argument he puts forward concerns language transfers. He maintains that young people who attend an English-speaking CEGEP are more likely to make a language transfer to English, that is, to use English at home rather than their mother tongue. Using data from the 2001 census, the author attempts to verify these hypotheses for Allophones only, pointing out that the proportion of Francophones who chose an English-language CEGEP being too low to allow him to draw conclusions from the available data. His conclusions are based on his analysis of data produced by Statistics Canada concerning a representative sample of Quebec's Allophone population. This data, the author points out, allows him to assess the effect of attending CEGEP by comparing the percentage of language transfers to English among Allophones who have completed college education with the percentage observed among those who did not attend CEGEP.
