Abstract
The authors undertook a survey of 1,010 senior and middle managers in Quebec's public and private sectors in 1981-1982 to determine: the distribution of language groups in the management and supervisory staff of the private and public sectors; the use of the French and English languages at work in these positions; and the divisions of opinion on the problem of language. The survey found that mother-tongue Francophones occupied 68.6 percent of the managerial positions; Anglophones occupied 27.5 percent of the positions; Allophones occupied 3.2 percent of the positions; and less than one percent self-identified their mother-tongue as bilingual. Francophones occupied most of the positions in the public sector, while Anglophones and Allophones were virtually absent from this sector. Ninety percent of Francophones in the private sector were bilingual (defined as able to present their point of view in English). The authors conclude with an examination of executive attitudes towards francization in the workplace; executives' opinions of language policies; and the status of French and English knowledge in executive recruitment policies.
