Bill 22 vs. "the English" -- A Case of Language Politics
|
Abstract |
The author contrasts the political styles of various English-speaking Quebec groups in their resistance to the 1974 Official Language Act legislation (Bill 22) of Robert Bourassa's Liberal Government which declared that French was to be the priority language of instruction in the province. The author points out that individuals and ad hoc immigrant groups operated conflictively in a distributive arena; English Catholic laymen and school administrators functioned pragmatically in a regulatory arena; and an English Protestant peak association challenged the redistributive aspects of the legislation through judicial channels. The author examined the implications for the different approaches.
