Abstract |
Language differences in addition to ward politics created problems for urban flood control planners in late nineteenth-century Montreal. In the 1880s, the city’s Anglophone elite exercised influence on the Harbour Commission through the Board of Trade. The author argues that through this influence this elite was able to sway the municipal government and develop a flood control plan that helped shape the city’s built environment.
