| Abstract |
Bill 101, the Charter of the French Language, was passed by the Quebec National Assembly in 1977. It was meant to defend, protect and promote the French language in Quebec, which was retreating before the overwhelming continental power of English. The law was furiously attacked at the time of its passage by the Anglophone media and politicians for allegedly violating human rights, and has been staunchly defended by all parties in the Quebec government. The author argues that the balance sheet on the Bill's success is mixed: 25 years of bitter English-French controversy ending in an uneasy truce that involved exodus, losses and frustration experienced by Quebec Anglophones...but the law offers no remedy against the onslaught of English-dominated technology, globalization and electronic gadgets of all kinds.
