La métropole contre la nation? La politique montréalaise d'intégration des personnes immigrantes

The author asks: Is there a divide between Quebec and its metropolis? In other words, is the City of Montreal challenging the concept of belonging to the nation as envisaged by the Quebec government? The author offers an answer to this question by providing an in-depth examination of Montreal’s policy on the integration of immigrants and how it aligns with Quebec’s public policy in this area, from 2006 to the present day. The author analyses the various roles played by those involved in municipal integration policy and the ideas they advocate in this regard. He highlights the dynamics that led the city to sidestep the discourse and practices inspired by interculturalism, as promoted by the Quebec government, in order to tacitly embrace Canadian multiculturalism. The author thus argues that the competition between the national integration models associated with Canadian and Quebec host societies is central to understanding Montreal’s public policy. Furthermore, he explores the link between the unique path taken by the city and the refusal of successive Quebec governments to formalize their own model for the integration of immigrants and the management of ethnocultural diversity.
