Abstract |
Most of the historical analysis on the adoption by Parliament of the Juvenile Delinquents Act of 1908 has focused on the views of Ontario. An analysis by the author of coverage in daily newspapers from Montreal and Toronto during the period when the bill was before Parliament (April 1907 to July 1908) reveals that debates on juvenile delinquency, on how to deal with it, and on the bill itself were more prevalent in the Montreal press. A comparison of content of this coverage indicates that the Montreal English-language newspapers raised these issues most frequently, followed by the Montreal French-language press, and then by the Toronto newspapers. No meaningful disagreement was observed by the author between the positions of these groups of newspapers on the issue.
