Quebec's Anglophone Minority and the Referendum
Abstract
The author surveys the main characteristics of Quebec's Anglophone community and discusses four scenarios the community could take towards a referendum on Quebec sovereignty. She promotes a scenario in which Anglophones support a "yes" victory on full independence. She contends that this would provide Anglo-Quebecers with the opportunity to outline their expectations before a constituent assembly established to draft a constitution for an independent Quebec. She predicts that this would result in the entrenchment in the constitution of the collective rights already accorded the minority, and "maybe" even new rights.
