Ethnic Group Leaders and the Mobilization of Voter Turnout: Evidence from Five Montreal Communities
|
Abstract |
A study of the electoral participation of the Chinese, Greek, Italian, Jewish and Portuguese communities in Montreal during the 1993 federal, 1994 provincial and 1994 municipal elections. After demonstrating that across-community variations in turnout do occur, the author examines the mobilization arguments of community leaders. She found that turnout variations appear to be related to the political culture in each community; of particular importance is the normative significance attached to voting. Finally, while intercommunity variations occur, the author found that the typical mobilization argument stresses the expressive nature of voting, and makes reference to the larger society rather than to the benefits that may be obtained by the particular community.
