Abstract |
An examination of the pressure group involvement in Quebec school reorganization debates of the late 1960s and early 1970s, and the intense ideological and ethnic conflicts in Montreal provoked by these debates. The author argues that because of its vital economic and cultural implications, and because of the inadequacy of the school organization which existed in Montreal until 1971, a large number of groups were involved in attempts to influence the provincial government on the question of school reorganization. In 1971, the Quebec Liberal government outlined its proposals for school reorganization in Bill 28. The author argues that the draft legislation was above all a response to the demands of English language educational and economic pressure groups in the province.
