Lifelong Learning and Quebec's English-Speaking Community: May 2003 Study Mission to Europe Report and Recommendations
Abstract
In 2002, the Government of Quebec adopted a policy titled "Learning Throughout Life : Government Policy on Adult Education, Continuing Education and Training ." In 2003, a 15-member delegation of English Quebec educators undertook an 11-day study mission to Europe to learn what countries on that continent were doing to integrate lifelong learning into their cultures within the context of the European Union. The objectives of the mission were: to collect information on policy initiatives in Europe related to adult learning and continuing education and training in the workplace, as developed by the member states of the OECD, and in particular, by Ireland, England, Germany and Sweden; to create a contact network of adult educators and policy developers in various European countries; to analyse European policy initiatives from the perspective of the needs of the English-speaking population of Quebec; to contribute to the long-term promotion of lifelong learning in Quebec; and to contribute to the development and implementation of action plans and policy initiatives for English -speaking adult learners in Quebec.
