Abstract |
The author looks at the linguistic question in Quebec from the 1910 Lavergne Law to now. He notes that the strong activism of various Francophone groups, combined with the clear will of all political parties to find a solution to linguistic crises, led successive provincial governments to adopt various language laws (Bill 85, 1968 ; Bill 63, 1969 ; Bill 22, 1974). He points out that these failed to douse the flames of injustices of which Francophone Quebecers saw themselves as the victims. He explains that in this context, once the Parti Québécois was elected in 1976, the Lévesque government tackled the problem with Bill 101. The author asserts that Bill 101 resolved the inequities between Quebec’s linguistic groups and led to the rise of civic nationalism. He contends that Anglo-Quebecers, whom Gérald Godin liked to call the co-founders of Quebec, have adapted very well to changes brought about by the Charter. He notes that the transition under Bill 101 was somewhat difficult but, overall, relatively harmonious in comparison with other countries. He argues that the law sounded the death knell to a kind of colonialism and opened the door to real territorial communitarianism. Nevertheless, he admits, fostering dialogue between the two founding communities and promoting the emergence of a new Quebec continue to represent challenges.
