| Abstract |
The author explains why Quebec legislators were led to protect the French language in the province, and gives a brief history of Quebec's Charter of the French Language (Bill 101), the means it uses and its real scope. He asserts that the Charter is moderate and modulated in the effects it has had, and that this legislation nevertheless competes with the federal government's language policy whose aims and principles are different. The author also asserts that Quebec's language policy, far from being unusual, reveals the Quebec legislator's constant concern with striking a fair balance between Francophone Quebecers' will to recognize French as their common language and the Anglo-Quebec community's legitimate interest in ensuring the continuity of its presence and its institutions in Quebec.
