| Abstract |
The British-born Herman Witsius Ryland (c.1759-1838) arrived in Lower Canada in 1793 as the civil secretary to Governor Lord Dorchester (Guy Carleton) and subsequently for over thirty years held various positions within either the colony's bureaucracy or as a member of the Executive Council. The author describes Ryland as one of the most energetic defenders of the interests of the colony's English-speaking minority and of the British Crown during his tenure, and one of the strongest adversaries of French Canadians and the Catholic Church. The author examines Ryland's thinking and political activities in the nationalist and religious conflicts of this era, specifically in such questions as the role of the Legislative Assembly in relation to the Executive Council, the role of the Anglican Church as the established church in the colony, and the establishment and purpose of a system of public education in the colony.
