Bill 22 and Minority Rights in Quebec: An Independent Study Guide
|
Abstract |
A proposed study guide for secondary school history teachers, circa 1976, on the subject of Bill 22 (the Official Language Act of Quebec) -- the Bourassa Government's 1974 language legislation -- and its impact on English minority educational rights in the province. The author provides background information on the provincial law, excerpts from the text of the legislation, and reactions to the law. The guide concludes with Quebec Superior Court Judge Jules Deschenes' 1976 ruling rejecting a legal challenge on the constitutionality of those aspects of Bill 22 affecting elementary and secondary school education and the autonomy of school boards.
