It has been argued (see F. Murray Greenwood) that the "intrigues" by agents of Revolutionary France and the United States to entice French Canadians to revolt against the British colonial government in Lower Canada lead to English Quebecers developing a "garrison mentality" of distrust towards their French-speaking neighbours.
