Abstract
The author notes that between the publication of Lord Durham's Report, in the autumn of 1839, and the proclamation of the Union Bill, in 1841, there took place a political ploy which led to the effective union of two Canadas, a prelude to Confederation in 1867. The author contends that Lord Durham and Lord Sydenham were the key characters in this imperial drama which took place in North America. Both played different but complementary roles: Durham as an investigator and architect, Sydenham as performer. The author argues that the Durham Plan was designed from the perspective of imperial jurisdiction, based on the integrity of Canadian territory, without regard for the French-speaking population. They were, within the political framework of a single Canada, to be assimilated by the English-speaking and imperializing population. Sydenham's action plan, the author further argues, had no room for consultation with French Canadians, The author contends that Sydenham even despised the opinion of the reformist factions of Upper Canada, and he asserted himself as imperial and supracolonial. The author sets out to examine the economic recommendations of the Lord Durham Report, to measure the dimensions of the Sydenham plan, to assess the North American condition of the British provinces and their evolution as limits or obstacles to this plan and to the will of its executor.
