Abstract
The authors point out that English-speaking Quebecers have long been underrepresented in the Quebec public service. The proportion of mother-tongue English speakers in the Quebec public service has hovered around one per cent since the early 1970s. This translates to roughly one ninth of their representation in the Quebec population. Their report looks at efforts to increase this representation over the years, how these efforts have failed, and possible future solutions.
