Abstract |
An examination of the way Montreal was drawn into setting up a bureaucracy to deal with unemployment and poverty during the Great Depression of the 1930s. At first the city channelled funds through private institutions, but in 1933 the City Council decided to set up its own administration to hand out funds. The author examines the roles that private institutions, such as the Federation of Catholic Charities, played in this process.
