Abstract |
An analysis of the dependence of English-speaking merchants in Quebec on the metropolitan government in London to affect reform in the colony. Most historical works explaining the dynamics of constitutional and political reform in Quebec in the late eighteenth century focus on the battle for reform by the English-speaking merchants against the Governor, colonial officials and the predominately French-speaking seigneurs. The author argues that reform during this period was directed largely by the needs of the metropolitan (e.g. British) government and was greatly affected by the conservatism of British politicians.
