Written by the Anglican Lord Bishop of Montreal and "intended originally for publication as a pastoral letter, to the clergy and laity of the Church of England, in the diocese of Quebec", the author outlines his strong opposition to the annexation movement of the Province of Canada to the United States that was being espoused by some English-speaking merchants in Montreal. Bishop Mountain (1789-1863) compares the position of the Church of England in the United States with that of the Church in the British North American colonies.
