The New York-born Loyalist William Smith (1728-1793) was sworn in as Chief Justice of Quebec on November 2, 1786. He served as Chief Justice until 1793. Smith had earlier sat on the Supreme Court of the British colony of New York. The author outlines Smith's role in the establishment of representative government in Quebec and his relationship with the varying political factions within the province.
