Abstract |
A general historical account of Guy Carleton's two terms as governor of Quebec (1768-1778 and 1786-1797), with chapters outlining the military and civil governments of the province and the 1774 adoption of the Quebec Act. This act of the British Parliament, which was strongly championed by Carleton, amended the oath of allegiance in Quebec so that it no longer made reference to the Protestant faith, thus allowing French-Canadian Catholics to participate in the government of the colony. The act also guaranteed the free practice of the Catholic faith in Quebec, restored the use of the French civil law for private matters (but maintained English common law for public administration, including criminal prosecutions), and restored the Quebec Catholic Church's right to impose tithes.
