| Abstract |
The author argues that the 1983 Loi sur les services de santé et les services sociaux allowing English-speaking people in Quebec to receive their health and social services in English not only controvened the spirit of the Charter of the French Language, but allowed a whole system and practice to undermine the intent of Bill 101. She maintains that by leaving users the choice of the language in which they receive their services, the State does not serve the integration of these users, especially newcomers, to the French language. The author further argues that institutional architecture, by trying both to protect the French language and to deploy in parallel important measures to accommodate people who do not speak French on the other, has plunged the system into a situation which creates and encourages competition from integration; in this sense, Quebec's language policy generates ambiguity.
