Abstract |
An examination of the similar factors that led to the adoption of the Charter of the French Language in Quebec in 1977 and the Latvian Language Law in 1999. Latvia, in an attempt to restrict the use of Russian, adopted a significant part of its language law from the Quebec Charter of the French Language (Bill 101). Both restrictive laws resulted in significant controversies by the respective linguistic minorities in the two jurisdictions.
