Abstract |
Lord Durham was sent to British North America as Governor General following the outbreak in 1837 of rebellion in Lower and Upper Canada. His Report and recommendations to the Imperial government were eventually to form the basis for the establishment of responsible government in Canada. Durham also recommended the legislative union of Lower and Upper Canada and the assimilation of French Canadians. Of Lower Canada, Durham wrote that he expected to find a contest between government and its people, but "instead, I found two nations warring in the bosom of a single state."
