Abstract |
Intrigued by a series of percentages that appear questionable, the author examines the method used by Statistics Canada to present results on the use of different working languages in Quebec in 2006 and 2016. Finding the same results as the federal agency, the author then uses “occurrence sums” where all mentions of French, English or a third language are equally important. He contends that this method gives as much importance to second languages as to core languages, as well as to marginal responses (“multiple responses”) compared with majority statements (“single answers”). While the distributions of frequencies on the language of work show a decline in the use of French in Quebec between 2006 and 2016 (from 82.0 percent in 2006 to 79.7 percent in 2016), the author concludes that the “sums of occurrences” give the illusion of stabilization at a significantly higher level (more than 94 percent). According to the author, these differences are even greater on the island of Montreal.
