Abstract |
The articles in this book are from presentations and discussions that emerged from public talks organized in 2021 by the Centre de recherche interdisciplinaire sur la diversité et la démocratie at Université du Québec à Montréal. The author argues in her article that understanding the debate in Quebec around Bill 96 in 2021 (prior to the law’s adoption) required looking at the enormous effects that the Bill’s antecedent, The Charter of the French Language, had on English-speaking Quebecers. First, she points out, The Charter, commonly called Bill 101, contributed to the further “minorization” of English speakers in the province. This resulted in the English responding in various ways, including by creating organizations to ensure the community’s vitality. Second, Bill 101 contributed to what English-speaking Quebecers often call "the exodus" of hundreds of thousands of its members, altering the community’s demographic structure and creating such problems as the out-migration of natural caregivers for elderly Quebec-based English speakers. Third, Bill 101 drastically limited access to English language primary and secondary schools, reducing their size and numbers. Fourth, The Charter proclaimed French as the working language of the province, changing the employment landscape but did not provide adequate French-language training for English workers to ensure their capacity to fully engage in it. The author concludes that Anglophones have been resilient despite these challenges. Further on in the book are replies by the author to audience questions.
