| Abstract |
Montreal property assessment during most of the period under study was carried out by a board of assessors, half of which was Protestant members and half Catholic members. Criticism, based on a survey of the Gazette (1870-1920), the Witness (1874-1913) and La Presse (1884-1920) reveals disagreement, consternation and anger concerning assessors' skills, administrative favouritism, and the use of the assessment as an instrument of public policy.
