Language and Power : Bill 101 and English Minority Language Education in Quebec
|
Abstract |
The author notes that Bill 101 and other language legislation in the 1970s drastically changed the social and linguistic context and the power relations between linguistic groups in Quebec. Indeed, she remarks, the power relations are still not always clear in the day-to-day lives of Quebecers. The author’s goal is to present and discuss findings related to the impact of Bill 101 on the English-language school system in Quebec. These findings are part of the author's two qualitative studies on youth identity in English-language schools in Quebec. In this context, she notes, the impact of Bill 101 on the school was raised by some participants. Her essay has five sections. The first discusses the sociological notion of language. The second briefly presents the historical linguistic context in Quebec, in particular, the linguistic legislation that has had an impact on the Quebec school system. Section 3 looks at Anglophones in Quebec and their schools. The fourth section presents results of two studies carried out by the author, focusing on the impact of Bill 101. Section 5 presents concluding remarks on the contemporary English minority language school system in Quebec.
