Abstract |
The authors maintain that the census of Canada is subject to counting and reporting errors. They point out that these errors play an important role in the estimation of international emigration by residual methods, especially in the case of estimates by language group. For the period 1971-1976, the authors obtain a negative estimate of the number of English-speaking emigrants from Quebec. In this case, they calim that the errors accompanying the number of emigrants were at least equivalent to, if not greater than, the negative residue. Following the review of census data problems that led to these errors, some corrections are presented by the authors for undercounting, multiple reporting and changes in mother tongue reporting.
