Language Rights, Human Rights and Bill 101
Abstract
The author examines the concept of "language rights" and how it applies to Bill 101, the Charter of the French Language. He argues that the language rights of French Quebecers follows from the mere fact of their majority status, not from some universal human right. The law's failure to accord minority language rights to the English-speaking community contradicts the assertion of a universal right.
