Abstract |
When Lord Durham came to Canada in 1838 as High Commissioner and Governor General of the British North America, he was instructed to consider a union of the colonies. The author includes a description of English Montrealers' attitudes towards the idea of a federal union of the British North American colonies, as well as Durham's proposal to create three provinces out of Upper and Lower Canada -- one English (most of Upper Canada), one predominantly English (a bit of Upper Canada, most of the district of Montreal, and the Eastern Townships), and one French (the eastern part of Lower Canada).
