Abstract |
The author notes that in 1917 the federal government embarked upon an ambitious shipbuilding program that upon completion left a national merchant marine with sixty-three brand new steamships ranging from 2800-ton canal-size freighters to 10,500-ton vessels. The author explores how this fleet came into being and was placed into service. A key figure in this process was Montreal businessman Charles Colquhoun Ballantyne (1867-1950), the Minister of Marine and Fisheries and ex-officio of the Naval Service from 1917 to 1921 in Robert Borden's Union Government.
