The Goals of a Welfare Federation : An Experiment in Using the Delphi Technique to Arrive at Concensus in the Planning Committee of the United Red Feather Services
Abstract
The United Red Feather Services of Montreal, established in 1922, was a federation of health, welfare and recreational agencies serving the English-speaking Protestant population of Greater Montreal. The United Red Feather Services included thirty agencies: six family agencies, six childcare agencies, five health agencies, eleven group work and recreational agencies, and two community organizations and social planning agencies. Until 1968, the Red Feather undertook the fundraising for the thirty agencies. In 1968, the Red Feather, with the city’s other sectarian federations, surrendered its fundraising activities to the Federated Appeal of Greater Montreal. The author examines the funding allocation process within the Red Feather agencies, and how the allocation process is handled in other cities.
