Abstract |
The authors argue that the rapid expansion of Quebec City, combined with the growth of an economic and military elite and an urban administration controlled largely by English-speaking merchants more interested in promoting imperial commerce than resolving the town's problems (crime, neglected streets and drains, disease, fire, etc.), contributed to the deterioration of urban conditions for the majority of inhabitants.
