Fragmented Voices: Language, Community and Rights

Abstract |
A sociological analysis of language rights as objects of struggle in relations between Quebec’s ethno-linguistic communities. The author studied Quebec’s evolving language legislations since the adoption of the French Language Charter in 1977. She reviewed twenty-eight briefs presented to parliamentary commissions in 1977, 1983 and 1993 by business organizations, educational organizations, and Francophone, Anglophone, Jewish, Italian and Cree to demonstrate that language rights are negotiated claims between collective actors occupying distinct social spaces and competing for the control of different “markets.”
