Abstract |
The Quebec Government's (proposed) Bill 96, “An Act Respecting French, the Official and Common Language of Quebec," contains a section (Section 159) that would amend the Constitution of Canada to declare that Quebecers form a nation, and that French is the only official language, and the common language, of that nation. The author challenges the belief that Quebec can unilaterally amend the Constitution through provincial legislation.
