Abstract |
Focusing on the language of instruction, the author's review of the Charter of the French Language (Bill 101) refers to the knowledge, learning and use of French in Quebec. He claims that this law has proved very effective in forcing the children of immigrants into French schools rather than into the English school system. However, he bemoans that despite this success, illustrated by comparisons with Ontario, English is still a strong attraction. He notes that this is particularly the case for young non-Anglophones who, undertaking college studies, enjoy full freedom to pursue their education in English language CEGEPs. The author also discusses the policy of selecting Francophone immigrants, as well as the francization program for immigrants who do not speak French. He argues that absent from Bill 101, these important measures are the weakest elements of Quebec's language policy. Finally, the author notes that the learning of English among Francophones has continued, but notes that many bilingual Francophones express themselves spontaneously in English in front of people who know how to speak French.
