Abstract
The Quebec Charter of Values, also known as Bill 60, was an attempt by the minority Parti Québécois government in 2013 to legislate the controversial "reasonable accommodation" provisions of the Bouchard-Taylor Commission. The proposed bill would allow government to amend the Quebec Charter of Rights and Freedom, establish a duty of religious neutrality for all government employees. including teachers and health care workers, by limiting the wearing of religious symbols, and making it mandatory to have ones face uncovered when providing or receiving a government service. The author interviewed fifteen Jewish Montrealers, nine Sephardi and six Ashkenazi, for their views on the proposed Charter. They all opposed the proposed Charter as being nationalist, separatist, discriminatory and exclusivist. Bill 60 died when the Parti Québécois lost the 2014 election.
