| Abstract |
During the years 1791-1805, the nineteen members of Lower Canada's Executive Council belonged to diverse social groups, both in terms of occupation and ethnicity. This, along with personal differences and the system of patronage, prevented unanimity or cohesiveness. The main issues encountered by the Executive Council during these years were land granting, the maintenance of fiscal independence from the Assembly, security, and education.
