Abstract |
The author points out that southwest Montreal (Point St. Charles, Little Burgundy, St-Henri and Côte-St-Paul) was Canada's first and longtime most important industrial area, but underwent substantial decline since the 1950s. He traces the evolution of transportation, housing, and economic/industrial policies (municipal, provincial and federal) between 1960 and 1990 to ascertain the impact of these policies on this area of the city. He concludes that public policies were an important, though not decisive, factor in inner-city change, and that public policy evolved significantly over the thirty-years studied.
