Brève histoire du gouvernement responsable
Abstract
A history of the evolution of responsible government in Lower Canada and Quebec. The author points out that while some parliamentarians had been seeking reforms since the beginning of the nineteenth century, ministerial responsibility was achieved step by step from 1839 onward, especially after the tabling of Governor General Lord Durham's Report on the Affairs of British North America. The principle of ministerial responsibility was not codified until the reform of the Standing Orders of Quebec's National Assembly in 2009.
