Abstract |
The author examines the issue of language at the national level in Canada, with emphasis on the Royal Commission on Bilingualism and Biculturalism (1963-1969) and the enactment of the federal Official Languages Act and the policy of institutional bilingualism (1969-1982). The author focuses on the inequality of power relations between French and English, and the efforts made by the federal government, Quebec and the other provinces to restore some equity and, "in unfortunate moments", to marginalize minority language rights.
